Our Programs

South Plains School Workers' Compensation Program (SPSWCP) is a fully-funded, guaranteed cost program serving South Plains school districts in ESC Region 17.

Established in 1993, SPSWCP is a member-owned and governed interlocal program made up of entities in the South Plains region of the State who share the common goal of achieving long-term stability in the cost of workers' compensation coverage. SPSWCP Member rates have remained stable or decreased over the past 15 years. Members have received over $4.4 million in excess contribution refunds.

Public Workers' Compensation Program (PWCP) is a fully-funded, guaranteed cost program serving school districts and counties throughout Texas.

A member-owned and governed interlocal program, PWCP was created in 1992 in response to the needs of public entities for a long-term, cost-effective program to stabilize and reduce the cost of workers' compensation coverage. PWCP Members have received over $10.9 million in excess contribution refunds due to the success of the program in containing and reducing costs. Over the past 15 years, PWCP Member rates have remained stable or decreased.

Workers' Compensation Solutions (WCS) is a modified self-funded program in which each member pays a share of fixed costs plus their own claims up to a maximum limit. Funds for the payment of claims are retained by the member until they are needed.

WCS is a modified self-funded workers' compensation interlocal program which allows its members to proactively manage long-term costs associated with protecting well employees, in addition to those that may have an on-the-job injury. The majority of the members' claims funds are retained locally until monies are needed to pay claims. Maximum costs are capped in the event of a severe claims year and members collectively risk share for claims that exceed member maximum loss funds. WCS Members have seen significant savings and stabilization in their workers' compensation expenses, including the $45 million held locally.
